When the Arkonide woman Thora attempts to escape Earth and make her way back to Arkon via the Base on Venus, the result is that she as well as Rhodan and his companions are stranded on Venus and contending with refugees from the Eastern Bloc forces whom Rhodan previously defeated on that primeval world.
